as for the Tom Waits quote, I would have to hear it in context. Tom has acknowledged Don's artistry, and apparently Tom developed his raspy schtick independant from Don, only hearing the Captain later in the 70's.

Similiar, yes. Both are artists and great ones. Of course Don was singing like that years before Tom even tasted a cigarette!
